Vietnam and Canada have formalized their commitment to a Strategic Partnership by adopting an Action Plan aimed at enhancing cooperation across numerous sectors. The plan was agreed upon by Vietnamese Foreign Minister Lê Hoài Trung and Canadian Foreign Minister Anita Anand during discussions held in Ottawa.
The Action Plan outlines initiatives for collaboration in areas such as political and diplomatic relations, trade and investment, science and technology, digital transformation, healthcare, education, energy security, sustainable development, transportation, infrastructure, defense and security, law enforcement, cultural exchanges, and people-to-people connections.
Both ministers emphasized the importance of regular reviews and updates to the plan, calling for robust coordination among government agencies, local authorities, and the business community to ensure successful implementation. They also agreed on the need to strengthen existing bilateral consultation mechanisms and to consider new dialogue frameworks of strategic significance.
During the talks, the ministers addressed regional and international matters, agreeing to boost cooperation through multilateral platforms such as the United Nations, ASEAN, and APEC. Notably, Vietnam and Canada pledged mutual support for APEC meetings scheduled for 2027 and 2029. Additionally, Vietnam conveyed its backing for Canada’s hosting of the Francophonie Summit in 2028.
